“Became law” counts the member's own-chamber bills; “+n” is bills they carried in the second chamber that became law. Group averages (points): House minority 22.78 (18 members) · House majority 95.19 (81 members) · Senate minority 41.62 (8 members) · Senate majority 164.51 (39 members).

How the score works

  1. What counts. Bills and joint resolutions of the 2026 session record, which in the Open States data covers the whole 60th Legislature (bills filed in 2025 carry over into 2026). Simple and concurrent resolutions, the 30 “test” records, and budget-process measures (bills referred to the Joint Committee on Appropriations and Budget or the General Conference Committee on Appropriations — 159 measures, authored by the appropriations chairs by virtue of office) are left out of the score and shown separately.
  2. Authored in the member's own chamber (principal author): 1 point if it passed committee, +2 if it passed that chamber, +2 if it passed both chambers, +5 if it became law (signed, or law without signature or by veto override). Maximum 10 per measure.
  3. Carried in the second chamber (principal author for the other chamber, e.g. a senator carrying a House bill): half of (1 if it passed the second chamber's committee, +2 if it passed, +5 if it became law).
  4. Adjustment for chamber and majority status. Points are divided by the average points of the member's group — House majority, House minority, Senate majority or Senate minority — so 1.00 means “typical for a member in the same position.” Republicans hold the majority in both chambers. Rank and percentile are within the chamber.
  5. Party unity = share of contested floor roll calls (the losing side had at least 10% of yes + no votes) on which the member voted with the majority of their own party. Missed = floor roll calls since the member's first recorded vote on which they cast neither yes nor no (excused counts as missed). Committee roll calls are not used; the Speaker and presiding officers rarely vote.

Read with care. This is a transparent count of how far a member's own bills went, not a judgment of the member's work. It does not weigh a bill's importance, and it misses amendments, conference work, constituent service and blocking bad bills. Leadership files many shell bills that never move; members elected mid-term had less time; coauthors are read from action text and may be incomplete. Data: Open States roll calls and actions (copied Oct. 1, 2026); official records are on oklegislature.gov.
